Tortytalon

The Tortytalon are part of the Transgalactic Federation, a massive alliance in the Andromeda galaxy, known for it's self-serving nature and slowness to respond. The Tortytalon are their shock-troops, deployed on uncooperative planets, not suspecting an attack from their own oceans.

These guys are one of my only two water-based sentients. These guys being cetacean-based, and the Porticcans, who are members of the Universal Alliance Influence, being fish-based.
